Moddie Turay
Moddie Turay is a nationally recognized leader in community development, affordable housing, and economic development, with over 25 years of experience in both public and private sectors. As President and CEO of MHIC, he oversees more than $1.44 billion in assets and directs initiatives that invest approximately $200 million annually in transformative development across New England. Previously, Moddie founded City Growth Partners in Detroit and served as Executive Vice President at the Detroit Economic Growth Corporation, leading over $2 billion in development initiatives.
William Thompson
Bill Thompson joined MHIC in 1992 and is responsible for managing financial operations and back-office functions. He oversees all accounting, business planning, budgeting, and financial reporting. He also manages cash flow to support company operations and program financing, oversees audit processes, and ensures federal guideline compliance.
Leslie Reid
Leslie Reid has over 30 years of affordable housing, commercial, and community development experience in private, public and non-profit sectors. In her current role, she focuses on market growth, expansion, and new product and program development. She also oversees all investments and the Community Impact program.
Sean Beirne
Sean Beirne joined MHIC in July 2023 and is currently Director of Capital Development. He is responsible for identifying and securing institutional capital for the company’s multi-investor and proprietary fund offerings and managing all aspects of investor relations. Sean has over twelve years of finance experience with a focus on real estate investment and development. Sean has held positions at organizations, including Citizens Bank, Boston Financial Investment Management, and Berkeley Point Capital.
Kady Coulibaly
As the Senior Human Resources Officer, Kady is a strategic partner to the leadership team regarding employee relations, benefit programs, compensation, talent acquisition, development and retention, and organizational culture. As such, she is responsible for guiding, shaping, and overseeing the implementation of HR functions and policies across the organization and ensuring effective communication about those policies.
Charles Edwards
Charles Edwards joined MHIC in April 1999 as a Finance Specialist. He was promoted to Senior Financial Officer in 2007 and currently serves as the company’s Director of Finance. Charles is responsible for the effective execution of the accounting, cash management and monitoring of all financial processes within the organization. He also oversees and manages the company’s benefits program. Charles is a graduate of Virginia Tech University where he earned a Bachelor of Science degree with a double major in Business Management and Finance.
John Fitterer

John Fitterer
John Fitterer is a nonprofit executive with 25 years of experience in marketing, communications, IT, and business development. As Strategic Communications and Marketing Officer at MHIC, he leads both the IT and Marketing and Communications programs, integrating technology with strategic outreach to strengthen brand visibility, stakeholder engagement, and operational efficiency.
David Mastroianni
David Mastroianni joined MHIC as a Senior Asset Management Officer in October 2022. David brings to MHIC 20 years’ real estate asset management experience across the multifamily and commercial arenas, as well as experience in real estate accounting. Prior to joining MHIC, David worked at Wells Fargo Bank where he was responsible for a regional portfolio of affordable multifamily assets. His experience also includes 8+ years in asset management and accounting with New Boston Fund, Inc.
K. Beth O'Donnell
K. Beth O’Donnell joined MHIC in April 2023 and is responsible for managing MHIC's Community Investment team and overseeing the equity investment and lending businesses. Beth brings over 20 years of experience executing complex real estate strategies in the public, private, and nonprofit sectors.
Travis Watson
Travis Watson is passionate about affordable housing development as a solution to the ongoing housing crisis and a driver of job creation. Throughout his career, he has expanded his efforts to increase access to construction jobs, first as a community organizer leveraging projects for local employment, then citywide as a commissioner overseeing workforce policies, and now across New England as MHIC’s Director of Community Impact. Since joining MHIC in 2016, he has supported over 100 projects, helping direct nearly a quarter of a billion dollars to businesses in the industry.

Carolyn Anderson
Carolyn Anderson joined MHIC at its founding in 1990 and has handled a variety of roles with increasing responsibility in Development, Asset Management, and Credit Operations. Carolyn is the Senior Construction Officer in the Finance department and is responsible for monitoring the construction progress and construction period budgets for projects in which MHIC has loans and equity investments, both NMTC and LIHTC, reviewing and approving construction requisitions, and reviewing the reports generated by inspecting engineers.
Naomi Baruch
Naomi Baruch leads underwriting and closings on behalf of MHIC with 15 years of experience working directly for CDEs. Her previous roles included underwriting NMTC transactions, origination, closing, asset management, compliance, managing deal portfolios, and preparing statistics for CDFI NMTC Applications.
Thomas Beard
Tom Beard joined MHIC in July 2023 with considerable affordable housing and community development lending experience. Prior to MIHC, Tom held lending positions with The Property & Casualty Initiative, Eastern Bank, Nonprofit Finance Fund and Mass Housing Partnership.
Renee Thames
Renee Thames joined MHIC in October 2005 and is currently a Data Collection and Maintenance Specialist in the Development Team. Renee is responsible for providing a wide range of credit administration services to the Development Team. She also monitors insurance coverage for all of MHIC’s projects and properties, obtains credit reports on customers, runs credit reports for potential clients, updates and maintains the database, maintains the credit and legal files, and provides materials for various committee meetings. She also provides support in organizing pre-construction meetings.
Melissa Chapman
Melissa Chapman joined MHIC as a Senior Asset Management Officer in 2019. She is responsible for the management of a portfolio of LIHTC and NMTC investments. Prior to joining MHIC, Melissa had 15 years of experience as a Vice President managing LIHTC investments for LIHTC syndicators, and two years’ experience as an Asset Management Coordinator for a non-profit affordable housing owner/developer. Melissa holds a Master’s degree in Public Administration from Suffolk University, a B.A. from Clark University.
Desiree Coleman
Desiree Coleman joined MHIC in 1997 and is the Senior Loan Servicing Officer responsible for servicing all loans across MHIC various programs, database set up, construction requisition processing and advancing funds. She monitors the availability of funds and credit payments and serves as a back up to the Senior Construction Officer for construction review. Prior to joining MHIC, Desiree worked for ten years at BayBank holding various positions in Operations, Marketing, and Community Banking.
Myrna Dias
Ms. Dias joined MHIC in September 2014 as the Office Services Coordinator. She is responsible for a wide array of administrative duties relating to the front desk operations and ensuring smooth operations of the office by providing centralized control for office operations. She organizes and coordinates various meetings and scheduling requests. Serves as back up to the Executive Assistant.
Mary Hegarty
Mary Hegarty joined MHIC in February 2025 as Senior Executive Assistant and Board Liaison after acting as interim since November 2024. In her capacity, she provides high-level administrative support to the President and CEO as well as planning the board of director meetings and being the liaison between MHIC and the board. Prior to joining MHIC, Mary worked in executive assistant roles at Santander Bank, JP Morgan, Boston Private and Goodwin Procter. She is a business graduate from University College Galway, Ireland.
Alexis Horn-Snyder
Alexis Horn-Snyder joined MHIC in November 2024 and manages a $300 million portfolio of LIHTC, loans and NMTC projects. Alexis brings valuable experience from her time as a financial analyst at Polaris Capital Management LLC in Boston and as a regulator at the Federal Housing Finance Agency in Washington, DC. At Polaris, she was a generalist for the investment manager's global value products and institutionalized the company's responsible investing program. Today she serves as a Board Observer at the firm.
Carrie Knudson
Carrie joined MHIC in May 2021. She is responsible for underwriting loan and equity products across MHIC’s various lending and investment entities. Prior to joining MHIC, Carrie worked at the Massachusetts Department of Housing and Community Development where she was responsible for underwriting and managing loan closings for LIHTC and other affordable housing projects. Prior to her work at DHCD, Carrie held various roles at non-profit community development corporations in Boston and as a project manager at the New York City Housing Development Corporation.
Bito Labranche
Bito Labranche joined MHIC in September 2019, and currently works as a Senior Finance Officer. He is responsible for performing the accounting and cash management activities as well as maintaining the compliance and fulfilling the reporting requirements of the NMTC CDEs and Investment Funds portfolios. In addition, he is also responsible for the accounting, cash management, and reporting of the LIHTC Funds’ portfolios and Direct Investment Structures.
Jackie Nolan
Jackie Nolan joined MHIC in February of 2024 as an Asset Management & Insurance Coordinator. She is responsible for the management of project insurances within the company’s investment and loan portfolio and provides administrative support to the Asset Management team. Additionally, she assists with reporting led by the department, such as compliance monitoring and quarterly and annual reporting. Before joining MHIC, Jackie spent 8 years at Winn Companies.
Silvia Rimolo
Silvia recently joined MHIC as a Senior Asset Manager Officer, bringing over 20 years of experience in real estate, particularly in affordable housing. Before her role at MHIC, she served as a Director at TCAM, a leading consulting firm that supports clients nationwide, including investors, developers, and public agencies. Previously, she worked as an Asset Manager at Boston Financial Investment Management (BFIM), where she managed a $350 million investment portfolio.
Brigid Ryan
Brigid Ryan joined MHIC in August 2023 with broad experience in real estate finance, affordable housing and community development, and energy and climate policy. Prior to MHIC, she was Vice President with the Community Development Finance team at Silicon Valley Bank.
Joshua Sampson
Joshua Sampson joined MHIC in January 2006 as a Finance Specialist. He currently serves as the Deputy Director – Finance and Treasury and performs various accounting functions, cash management, forecasting, risk management and credit activities to support the operations of the company. Josh is responsible for maintaining the accounting records and managing the liquidity of the loan programs. He holds a Bachelor of Science degree from Boston University where he graduated cum laude, completing a major in Management Studies with a Sub-Concentration in Computer Information Systems.
Mason Sheeler
Mason Sheeler joined MHIC in September 2005 as an Asset Manager where he was responsible for managing a portfolio of LIHTC and NMTC investments. He was promoted to the position of Deputy Director of Asset Management in August 2014 and most recently to the position of Senior Fund Manager where he manages the performance of equity portfolios and investments. He is also responsible for managing various financial transaction of the MHIC, MHEF, NMTC and HNEF equity funds and investor capital contributions.
Garrett Spellman

Garrett Spellman
Garrett Spellman joined MHIC in 1995 as a college intern assisting with information technology needs and became a full-time employee in 1999. He is MHIC’s Senior Web Application Designer and IT Administrator and responsible for maintaining and supporting the company’s network infrastructure. Garrett provides end user support, computer systems installation, maintenance and integration, network administration and application development. He completed two years of study towards a Bachelor of Science degree in Electrical Engineering and Computer Sciences from MIT.
Wayne Springfield
Wayne Springfield joined MHIC in August 2014 as a Finance Specialist. He currently holds the position of Associate Finance Officer and is responsible for maintaining the accounting records and ensuring compliance and timely financial reporting for various Low-Income Housing Tax Credit Funds and New Markets Tax Credit program CDEs and Investment Funds. Wayne also assists in the oversight of various administrative activities of the finance function.
Henry Terrones
Henry Terrones joined MHIC in the fall of 1997 as an Equity Administration Specialist and was an Associate Asset Management Officer before being promoted to Asset Management Officer. He is responsible for monitoring and resolving LIHTC compliance issues for the MHEF portfolio and monitoring the progress of properties through construction and initial lease-up.
Christian Terrones
Christian started working at MHIC as an intern in 2017 performing various office wide functions. He was hired as a Finance Specialist in August 2019. Mr. Terrones is responsible for the various cash management activities of the company and provides financial and administrative support.
Yinghua Tian
Ms. Tian joined MHIC in January 1999 providing administration support to the equity department. She is currently the Senior Development Assistant and Compliance Specialist in the Development Team. Yinghua supports the team’s activities related to underwriting, investor servicing relations, database updating and maintenance and management. She is responsible for tracking equity projects from inception to completion, preparing pipeline reports and providing various project information.
John-Paul Vachon
John-Paul Vachon joined MHIC in 2023 with extensive finance experience, especially in LIHTC equity originations and investment. Previously, he worked at Key Bank Real Estate Capital where he provided comprehensive financing solutions for affordable housing development clients.
Susan Wong
Susan Wong joined MHIC in May 2022 as an Accounting and Compliance Analyst after graduating from UMass Boston with a degree in Management, concentrating in Accounting and Finance. She interned for a year in the MHIC Finance department prior to her hire.
Ben Wong
Ben Wong joined MHIC as an Investment Analyst in 2024. He provides financial modeling and underwriting support for LIHTC and NMTC investments in addition to loans. Prior to joining MHIC, Ben interned with affordable housing developers and a public housing strategy consulting firm in Richmond, VA. He previously worked for four years as a civil rights policy analyst and case manager for homeless and formerly incarcerated people. Ben has a B.A. from Yale University.
